Saudi Arabia Opens Property Ownership to Non-Saudis
Saudi Arabia approved a new law on real estate ownership by non-Saudis, published on July 25, 2025, which shall take effect on January 21, 2026 (The Law of Real Estate Ownership by Non-Saudis, issued by Royal Decree No. M/14 of July 2025, the “Law”).
The Law allows non-Saudi individuals and legal entities, whether residents or non-residents, to acquire property in designated zones as a statutory right, rather than through individual government approvals. It is intended to attract investment, expand the real estate market, and develop cities in line with Saudi Arabia’s Vision 2030.
